Jurisdiction Thoughts?

Here’s the question though, and I’ve seen similar situations elsewhere. I’ll be heading to Virginia Beach in a couple weeks, staying at the state park. The state, nor the state park, appear to have explicit rules/laws that would make thongs illegal. The city itself, on the other hand, does have municipal code that requires “opaque covering…”

The park appears to be within the municipal limit. So, purely technically, which jurisdiction applies?

This is more a curiosity than anything else, but I look forward to thoughts.

Call the State Park. I did the same when I was going to visit Bahia Honda State Park in the Keys (didn’t actually wind up going there, went to another beach closer to where I was staying ) and I asked the ranger who answered the phone if thongs are permitted on the beach and he said yes, you will see some thongs on the beach

Following as I’ll be headed to VB several times this summer.
